As Arab nations face a brain drain of intellectuals and artists, questions arise about the future of their cultural practices. Can ministries of culture adapt to support this dispersed creative community, fostering cultural production beyond national borders and rebuilding institutions on artists' terms? ETMAC, an imaginary ministry conceived by Adam together with Adham Hafez, aims to do just that. It supports displaced and refugee Arab artists, offering programs, policy consultancy, and lecture-performances. This interdisciplinary project, blending institutional design, performance theory, and financial planning, examines diverse areas like America's Rust Belt, downtown Napoli, and New York City's East Village. ETMAC views urban challenges as complex systems shaped by late capitalism, post-colonialism, disasters, and the failure to see cities as political spaces.
